Solar Project Delays in Telangana: 9 Approvals and Technical Issues Businesses Should Know

Solar project delays in Telangana infographic featuring solar panels, an engineer reviewing project plans, an approvals checklist, and nine key approval and technical considerations for businesses planning solar installations.

A Hyderabad factory can put steel on a PEB roof in a week. The same factory can wait two months for a sealed meter.

That gap is not a mystery. It is a queue of approvals and a short list of technical rejects that send the file back to the section office. Solar project delays in Telangana almost always live in that queue, not in the module carton.

Quick Answer Box

First budget the paper. Slip commercial dates with nine points: feasibility, drawings, load match, capacity cap, CEIG, structure, metres, sanction-before-install and equipment compliance. Feasibility under regulation is about 15 working days. Hyderabad C&I practice tends to extend much longer when drawings and metres get involved. Install after sanction letter not before.

Issue 1: DISCOM feasibility and transformer headroom

TSSPDCL and TSNPDCL to check the point of interconnection and the distribution transformer or 11 kV / 33 kV feeder. The rooftop rule in the 2025-26 drafts provides the licensee with approximately 15 business days from a proper application, with deemed approval if no action is taken. Old operational notes still refer to 21 days. Use the circular to which your file is attached.

Real delay is headroom. If the local transformer already has a lot of rooftop solar, feasibility comes back as a cut in kw or a demand to augment. HT feeders have same logic at larger scale. On site visit it is observed that a 400 kW plant sited on roof area alone has 220 kW hosting capacity.

Same stage stall. Errors in name and service-number. The portal does not care if the roof is ready if the bill name, Aadhaar and title deed do not match.

Fees are in the same bracket: around ₹2,500 for LT and ₹15,000 for HT in official FAQs. Pay the proper slab. A wrong fee is a bounce.

Issue 2: The drawing pack

Hyderabad divisions expect a set, not a sketch Typical first pass rejects are single line diagram, general arrangement, earthing sheet, net-meter schematic and structural certificate. Generation metre callouts, islanding notes, earth-pit detail, files die.

The field notes on the TSSPDCL city circles have the first-pass approval close to two-thirds of the submissions. The other third goes back to the format. It can add two to four weeks to the return without anybody touching a panel.

HT plants have protection settings and a fire and layout sheet that the CEIG will also read if storage is in scope. Both offices should use the same drawing set.” A self-inflicted delay is two conflicting SLDs.

Issue 3: Sanctioned load and the 80 percent / 500 kW lid

Industrial and commercial net metering is limited to 80 percent of sanctioned load or contracted demand. Net metering itself is capped at 500 kW under the 2025 rooftop framework. Gross metering may extend to 1 MW. DISCOM FAQ pages sometimes still show older 1 MWp language. Confirm which circular the circle is applying before you order modules.

The AE will not redesign a file that proposes 600 kW net-metered export on a 500 kW lid. It is going to sit.

Another silent killer is mid-project LT-to-HT conversion. If the connected load exceeds the service into HT after the solar design is fixed, the drawings and CEIG will start again.

Issue 4: CEIG clearance

“The approval by chief electrical inspector to Government is a safety certificate and not a net metering stamp. Over time, Telangana texts have used different kilowatt triggers (56 kW in some GTCS-aligned notes, 75 kW in later rooftop drafts). HT services expect CEIG anyway. Ask the inspectorate the day you file what threshold applies to your service.

The regulation requires the inspector to test and certify within about 15 working days of information. Diaries fall. Typical first inspection failures are earthing resistance and incomplete SLDs.

Drawings freeze when CEIG and DISCOM can operate in parallel. Sequential filing is how a 40 day job becomes 80.

Issue 5: Structural certificate and the PEB roof

DISCOM wants structural note. The building wants a real one, too.

Industrial PEB sheets were often designed for live load and wind and not an additional 12-25kg per square metre of module and rail after corrosion and ponding. It is a certificate from a catalogue, not from the standing frame, which a bank or an insurer later uses to freeze the asset.

The survey week should include purlin spacing, condition of sheets post monsoon and existing HVAC loads and not the week the rails arrive. A delay you pay for twice Rework on a live factory roof

Issue 6: Bi-directional meter and generation meter stock

DISCOM replaces old metre with bi-directional metre rated to sanctioned load. Most Telangana C&I files also require a generation metre. Dual-meter work after inspection, when stock is available, usually takes 12 to 25 working days. Commissioning stops when the roof is generating, but the subdivision is waiting for metres.

Exported units are not settled as net-metered energy until the seal. Compliance problem Without that seal, feeding the plant into the grid turns a technical success into a compliance problem.

Track the unique registration number on www.tssouthernpower.com or www.tsnpdcl.in. Status is file-level. There is no public “Hyderabad is green this month” board.

Issue 7: Installing before the sanction letter

Once issued, the validity of a feasibility is for a limited period of time (normally four months unless extended). To build the array pre-sanction, or allow that window to lapse, invites fresh feasibility. Meantime, neighbours may have taken the transformer headroom.

Vendors that “start steel to show progress” are trading your COD for their cash flow. The regulation path is application, feasibility, install, inspect, metre, commission.

Issue 8: ALMM, protection and as-built mismatch

A module model not on the Approved List of Models and Manufacturers at commissioning is a conversation you don’t want to have with the AE. Another conversation about putting in a cheaper inverter after the SLD is approved.

Rooftop regulation has anti-islanding, isolators accessible to DISCOM staff and power quality notes. Inspection fails if the as-built board does not match the approved SLD. It is cheaper to put change-control on the drawing than to come out a second time.

Battery add-ons will make a ninth-adjacent file: fire access, ventilation and CEIG of the new source. Hybrid inverter specified day one avoids later ‘we will add storage’ stall is the first item.

Issue 9: Open access, ROW and multi-agency plants

Offsite or large behind-the-meter plants exit the rooftop queue and enter GEOA, transmission, SLDC and captive-status paper if applicable. Green Energy Open Access starts from 100 kW in Telangana. They have been slower to approve than a 100 kW rooftop. Combined rooftop and wheeled capacity must still meet contracted demand.

Ground-mount work adds land title, non-agricultural conversion and right of way.. SCOD slips from land and line, not modules, are common in historic TGERC cases in the state. If you treat a 2 MW wheeled plant like you would a 200 kW rooftop you’ll miss the board date by a season.

What a Realistic Calendar Looks Like

Residential files in Hyderabad city circles, clean ones, can move in weeks. Commercial and industrial files don’t.

Published practice for C&I packs in TSSPDCL format has grouped 50-80 days for 10-100 kW, and 65-85 days for 100 kW to larger rooftop when drawings are clean. Another block is changing the metre after inspection. TSNPDCL urban files may be similar. Rural northern checks add travel days.

Hyderabad sees a busy queue from March to June. October to February is generally kinder. In practice, feasibility clocks stop when the file is incomplete even where the regulation talks about deemed approval. A deemed approval is not a sealed metre.

Monsoon is not the time for drawing. It does halt PEB work and earth pit testing. Don’t put COD on a roof in July that is still a drawing in June

Buyers take pictures of the installation week. The other eight weeks is the project. Include DISCOM liaison, CEIG drawings and metre follow up in EPC scope. The 90 day promise becomes a 160 day asset that can not export, that is how you get a cheap EPC that “does not do files”.

People Also Ask

How long does TSSPDCL net metering take for a business?

Clean small files can finish in about one to two months. Mid and HT commercial packs often run 50–85 days plus meter installation. Incomplete drawings reset the clock.

What delays TSNPDCL solar approvals?

The same regulation as the south. Lower volume can help urban Warangal files. Rural inspections add travel. Document errors delay both DISCOMs equally.

When is CEIG required for rooftop solar in Telangana?

Above the kilowatt trigger in the circular then in force (texts have used about 56 kW or 75 kW) and typically for HT services. Confirm with the inspectorate. It is separate from DISCOM feasibility.

Can we install panels before feasibility?

You can physically. You should not if you want a clean interconnection. Sanction-first is the path that commissions.

Why was our SLD rejected?

Missing protection, wrong meter schematic, no generation-meter callout, or earthing that does not match site pits. Use the DISCOM format, not a vendor template from another state.

What if the transformer is full?

Feasibility will cut capacity or ask for augmentation. That is a real delay. Roof area does not override hosting capacity.

Does deemed approval mean we can export?

No. Deemed feasibility is not a sealed bi-directional meter or a commissioning report.

Businesses can send the last HT or LT bill, a roof photo and the proposed kW. Those three items show whether the first delay will be capacity, drawings or the transformer.
